Tariff for persons and luggage transport in the urban transport organised by the Metropolitan Transport Authority (ZTM).

§ 1

This Tariff determines the price list of tickets and charges, hereinafter referred to as ‘Price List’, and the rules of use for the public transport organised by the Metropolitan Transport Authority, hereinafter referred to as ‘ZTM’.

I. Rules of transport use

§ 2

1. Passengers can travel by vehicles of the public transport organised by the ZTM only based on:

1) valid paper tickets,

2) valid paper tickets printed by a vehicle driver from the equipment of Silesian Public Services Card system, hereinafter referred to as ‘ŚKUP’, containing the date and time of purchase, in vehicles, where such a form of sales has been started,

3) valid electronic tickets recorded on a ŚKUP card, activated by indication of the activation date at the moment of purchase or by activation during the first travel, or by registration of entering a vehicle each time,

4) payment of the fare using the e-purse on a ŚKUP card,

5) payment of the fare by means of a payment card in vehicles, where such a sale has been started,

6) an e-ticket purchased via the Mobile Passenger Application, linked to a ŚKUP card - Mobile ŚKUP, hereinafter referred to as ‘Mobile Passenger Application’, or using other mobile applications enabling the ZTM tickets purchase, which current list is published on the ZTM website,

7) a document entitling to travel for free or an entry on a ŚKUP card, confirming this entitlement.

2. Tickets specified in the tickets Price List are considered valid, subject to § 3 sub-para 3, for which:

1) the validity period has already started and has not expired yet,

2) the price, appropriate to the carried out travel, is consistent with the Price List.

3. The ZTM can issue supplementary tickets used only as extra charges to single /short-term paper tickets.

4. Apart from tickets specified herein, passengers can travel in vehicles of the public transport organised by the ZTM also based on:

1) tickets under the integrated tariff-ticket system named ‘Orange Tariff’, issued by the KolejeŚląskie Sp. z o.o., hereinafter referred to as ‘KŚ’,

2) ‘Silesian monthly tickets’ issued under a special offer by the KŚ,

3) ‘KATOWICE TICKET’ issued by the KŚ,

4) ‘ECO TICKET’ issued by the KŚ,

5) ‘METROTICKET 6h P/T/A’ issued by the KŚ,

6) electronic KŚ monthly personal ticket under the ‘METROTICKET’ special offer recorded on a personalised ŚKUP card or in the Mobile Passenger Application.

5. Within the scope specified in sub-para 4, the KŚ transport tariff is valid for the railway part.

§ 3

1. The following ticket types are determined:

1)  single/short-term issued in a paper and electronic form:

a) ‘1m/20min’ - valid within one city (municipality) or during 20 minutes,

b) ‘2m/40min’ - valid within two cities (municipalities) or during 40 minutes,

c) ‘Sieć (network)/90min’ - valid within three and more cities (municipalities) or during 90 minutes,

2) fare in an electronic form for a single/short-term ride according to the distance tariff - depending on the number of travelled kilometres,

3) medium-term issued in a paper and electronic form:

a) ‘24h’ - valid for twenty four hours,

b) ‘Dzienny (Daily)’ - valid till 23:59 on the day of activation, 

4) ong-term issued in an electronic form:

a) ‘7-dniowy (day)’ - valid for 7 days in the entire area of ZTM network,

b) ‘Miasto (city) 30’ - valid for 30 days in the area of selected city (municipality),

c) ‘2 Miasta (2 cities) 30’ - valid for 30 days in the area of two selected cities (municipalities),

d) ‘Sieć (network) 30’ - valid for 30 days in the entire area of ZTM network,

e) ‘Miasto (city) 90’ - valid for 90 days in the area of selected city (municipality),

f) ‘2 Miasta (2 cities) 90’ - valid for 90 days in the area of two selected cities (municipalities),

g) ‘Sieć (network) 90’ - valid for 90 days in the entire area of ZTM network,

h) ‘Sieć (network) 120’ - valid for 120 days in the entire area of ZTM network,

i) ‘Sieć (network) 180’ - valid for 180 days in the entire area of ZTM network,

j) ‘Sieć (network) 30 okaziciel (bearer)’ - valid for 30 days in the entire area of ZTM network,

k) ‘R-1’ - annual ticket,

5) multi-ride issued in an electronic form:

a) ‘W-20’ - valid for 20 rides during 180 days,

b) ‘W-40’ - valid for 40 rides during 180 days,

c) ‘W-80’ - valid for 80 rides during 180 days,

6) ‘Grupowydla 5 osób (Group for 5 persons)’ issued in a paper and electronic form.

2. Entitlements for event participants, including cultural, scientific, educational, sports, and mass events, hereinafter referred to as ‘events’ are established, for which detailed validity, fare, and distribution form rules are specified in § 11 sub-para 12.

3. The following rules for tickets use are determined:

1) validity period of single/short-term and medium-term paper tickets starts at the moment of their validation by passengers in a validator situated in a vehicle or at the moment of ticket print-out by the vehicle driver, or at the moment of ticket marking by an authorised person, subject to sub-para 12, and expires after the time determined on the ticket, or after crossing the administration boundary of the number of municipalities (zones) determined on the ticket,

2) validity period of single/short-term electronic tickets starts at the moment of ticket, recorded on a ŚKUP card, activation in a validator, or its purchase or fare payment in the vehicle by means of the e-purse on a ŚKUP card, by a payment card, by the ‘Kup i jedź’ (Buy and Go) option in the Mobile Passenger Application, or by other mobile applications, and expires at the moment of elapse of time, for which the ticket was purchased, or after crossing the administration boundary of the number of municipalities (zones) determined on the ticket,

3) validity period of medium-term electronic tickets starts at the moment of ticket saved on a ŚKUP card activation in a validator during the first travel, or its purchase by means of other mobile applications, and expires - as appropriate - in the case of:

a) ‘24h’ ticket, after twenty four hours from the moment of activation,

b) ‘Dzienny (Daily)’ ticket, at 23:59 on the day of ticket activation, 

4) validity period of long-term tickets starts on the date of activation selected during the purchase, and expires, subject to sub-para 3 (5), depending on the type of selected ticket, appropriately after 7, 30, 90, 120, or 180 consecutive days starting from the date indicated during the purchase,

5) validity period of R-1 long-term annual ticket, specified in § 11 sub-para 11, falls for the selected calendar year,

6) validity period of multi-ride tickets starts on the date selected at the moment of purchase and ends after 180 consecutive days or after using up the available limit of rides,

7) validity period of a ‘Group for 5 persons’ ticket starts at the moment of its validation or activation in a validator in a vehicle, or its purchase by means of the ‘Buy and Go’ option in the Mobile Passenger Application or other mobile applications, or at the moment of marking it by an authorised person, subject to sub-para 12, and expires after the end of a single ride in the area of three and more cities (municipalities) or after the elapse of the time marked on the ticket,

8) ‘Dzienny (Daily)’ ticket, at a normal price, authorises to take for a ride by the ZTM public transport, within the ticket’s validity period, one additional person on Saturdays, Sundays, and other statutory holidays (non-working days),

9) a single/short-term normal paper ticket validated twice, to use it for two concessionary rides, is invalid,

10) it is forbidden to transfer a validated paper ticket to another person.

4. Passengers starting to use single/short-term or medium-term tickets, immediately after entering a vehicle, shall:

1) validate or activate the ticket in a validator installed in the vehicle and keep it during the entire ride, or

2) purchase a ticket from the vehicle driver, validate it (except for tickets printed from the ŚKUP system by the driver) and keep it through the entire time of ride, or

3) pay the fare for a single/short-term ride using the e-purse on a ŚKUP card, or

4) purchase the ticket by means of the ‘Buy and Go’ option in the Mobile Passenger Application or other mobile applications, or

5) pay the fare for a single/short-term ride by means of a payment card in vehicles, where such a sale has been started, or

6) pay the fare by means of another form approved by the ZTM.

5. Passengers using long-term or multi-ride tickets shall select the date of ticket validity start during their purchase. Users of multi-ride tickets shall additionally register each time the ride in a ŚKUP validator installed in the vehicle.

6. Passengers using long-term tickets: ‘2 Miasta (2 cities) 30’ or ‘2 Miasta (2 cities) 90’ may travel in the area of two cities (municipalities) selected during the purchase. If the selected two cities (municipalities) are not neighbours, the ticket does not entitle to travel in the area of cities (municipalities) situated between the selected cities (municipalities).

7. Passengers using the ‘Group for 5 persons’ ticket shall validate it or activate in a way specified in sub-para 3(7) and keep the validated ticket during the entire ride. All persons travelling based on one concessionary ‘Group for 5 persons’ ticket must be entitled to concessionary rides.

8. The following tariffs are in force in the public transport organised by the ZTM:

1) zone-time tariff, in which the amount of travel fare, in accordance with the Price List, depends on the number of passed zones (municipalities) or on the travel time,

2) distance tariff, in which the amount of travel fare, in accordance with the Price List, depends on the number of travelled kilometres, which are counted from the moment of ŚKUP card or payment card registration at the moment of entering the vehicle till the moment of card registration when leaving the vehicle.

9. In the case of the zone tariff, the zone is passed after passing the zone stop. A zone stop (marked with the text STREFA /ZONE/) is the last stop, on which a vehicle stops in the area of specific municipality before its administrative boundary.In the case of fast lines, which buses do not stop at all stops, a zone stop is the last stop within a municipality, at which a bus of such a line stops. In this case such a stop does not have to be marked with the text STREFA. When passing a zone stop or starting travelling from it the fare applied should comply with the Price List, with the reservation of so-called ‘zone exceptions’, specified pursuant to § 10 sub-para. 3.

10. In the case of single/short-term rides according to the distance tariff, passengers paying the fare shall each time register the exit from the vehicle by placing a card at a validator before leaving the vehicle. The lack of exit registration means, that the passenger travelled till the end of specific ride route.

11. The ticket is valid, subject to § 2 sub-para 2, if it has been properly validated, that is when the date and time printed on a paper ticket are readable, or when the ticket in an electronic form has been properly purchased and activated in the vehicle, if required by the ticket type.

12. If there is no validator stamp on a paper ticket after an attempt to validate it or in the case of stating a validator failure in the vehicle, the passenger shall go to another validator and try to validate the ticket again. In the situation of failure of all validators for paper tickets or in the case of unreadability of the validator stamp on a paper ticket the passenger, having informed the vehicle driver of the fact, can continue the journey based on a paper ticket marked by the driver. If all validators for e-tickets have failed, having informed the vehicle driver of the fact, the passenger can continue the journey based on the ticket or funds possessed on the ŚKUP card.

13. In the case of a vehicle failure or damage during the ride, passengers possessing valid tickets are entitled to continue the travel based on the that ticket by a vehicle of the same or another line. In the case of a transfer they can travel based on a single/short-term ticket within the time of ticket validity.

§ 4

1. Single/short-term electronic tickets are sold:

1) in points of sales, Passenger Service Points, hereinafter referred to as ‘POP’, and in ticket machines by saving the ticket on a ŚKUP card (personalised and non-personalised), 

2) on the Customer Portal via the Internet by purchasing the ticket for a ŚKUP card (personalised and non-personalised),

3) in vehicles by paying the fare from the ŚKUP card e-purse or buying the ticket, before starting the journey, by means of the Mobile Passenger Application or other mobile applications,

4) in devices installed inside vehicles by means of payment cards, in vehicles where such a sale has been started.

2. Sales of electronic tickets: ‘Group for 5 persons’ and medium-term tickets are sold via Internet on the Customer Portal or bysaving them on a ŚKUP card (personalised and non-personalised) in points of sales, in POPs, in ticket machines, by means of the Mobile Passenger Application. Tickets may be purchased also by means of other mobile applications, and in the case of ‘Group for 5 persons’ tickets also in the Mobile Passenger Application without the need to save it on a ŚKUP card.

3. Long-term and multi-ride tickets are sold, subject to sub-para 4, via internet on the Customer Portal or by saving them on a ŚKUP card in points of sales, in POPs, and in ticket machines. Tickets may be purchased also by means of the Mobile Passenger Application.

4. Detailed distribution rules for R-1 annual tickets, encoded on personalised ŚKUP cards, are determined by the Management Board of the Upper Silesian-Zagłębie Metropolis, hereinafter referred to as ‘GZM’, and by the contractor’s contract between the ZTM and the operator. Tickets may be provided only to employees, members of their families, and pensioners of operators providing transport services to the ZTM order.

5. Sales of paper tickets:

1) single/short-term tickets are sold in points of sales, in POPs, ticket machines, and by vehicle drivers, subject to sub-paras 6-9,

2) ‘24h’, ‘Grupowydla 5 osób (Group for 5 persons)’ and ‘Dzienny (Daily)’ tickets are sold in ticket machines.

6. Vehicle drivers sell only normal and concessionary tickets ‘Sieć (network)/90min’.

7. Vehicle drivers can sell paper tickets printed out from the ŚKUP system in vehicles, where such a sale has been started. Such tickets do not need validation.

8. Vehicle drivers can sell tickets only during breaks at stops.

9. The lack of possibility to buy a ticket from the vehicle’s driver does not relive the passenger from the responsibility for travelling without a valid ticket.

§ 5

1. Passengers can transport an animal or luggage pursuant to rules specified in the ‘Regulations on persons and luggage transport in the urban transport organised by the ZTM’.

2. No additional fares are collected for the transport of an animal or luggage.

II. Tickets return

§ 6

1. Holders of long-term or multi-ride tickets are entitled to such a ticket return without deduction of additional charges, prior to the start of the ticket validity period.

2. In the case of returning a long-term, subject to sub-para 3, or multi-ride ticket, which validity has already started, the amount to be returned is determined after deducting an amount corresponding to the period of ticket use, adequately to the ticket price specified in the Tariff, and in the case of a multi-ride ticket also considering the number of registered rides. Returns cannot result in circumvention of regulations on ticket prices.

3. Long-term tickets from the special offer - ‘Sieć (Network) 180’, which validity period has already started, cannot be returned.

4. Tickets are returned in POPs and in the ZTM office.

5. Detailed rules for tickets return are determined by the Regulation of the ZTM Director.

III. Tickets inspection

§ 7

1. The ZTM is authorised to inspect the transport pursuant to rules specified in Art. 33a of the Act of 15 November 1984 - Transport Law (Dz.U. of 2020, item 8).

2. Ticket inspectors and vehicle drivers, altogether referred to as ‘inspectors’, are authorised to check, whether passengers travel based on valid tickets, or whether enjoying free or concessionary rides they have relevant entitlement documents. Inspectors can check, whether the transport is carried out in accordance with the ‘Regulations on persons and luggage transport in the urban transport organised by the ZTM’ and the ‘Order rules in the urban transport organised by the ZTM’, had they been established.

§ 8

1. Passengers shall have and show to inspectors appropriate valid paper or electronic tickets, normal or concessionary, together with a document entitling to concessionary rides or a document entitling to free transport, and in the case of electronic tickets to present a ŚKUP card, a payment card, a mobile phone, or another mobile device with the information about the purchased ticket displayed on the screen. Passengers using tickets purchased by means of the Mobile Passenger Application linked to a non-personalised ŚKUP card shall present this card during the ticket inspection.

2. The obligation to show a document entitling to free transport does not apply to passengers, who will present a personalised ŚKUP card, on which this entitlement has been encoded or who enjoy entitlement specified in § 9 sub-para 1 (14) or (15). This obligation does not apply also to passengers entitled to concessionary rides, who will show a personalised ŚKUP card or the Mobile Passenger Application linked to this card, on which this entitlement has been encoded. If the Mobile Passenger Application has been used, the inspector can request to present an ID.

3. In the cases, referred to in sub-paras 4 and 5, inspectors collect an additional charge and the proper fare, hereinafter referred to as ‘transport charge’, or issue a report-call for payment.

4. The additional charge and the transport charge shall be imposed for travelling without an appropriate transport document, which in particular is understood as travelling:

1) without a valid paper or electronic ticket, or without paying the fare in the distance tariff,

2) with a ticket invalid on a given route or with a ticket, which validity has expired,

3) with a ticket invalidated, validated in an unreadable way (subject to § 3 sub-para 12 and § 8 sub-para 9),

4) with a non-activated e-ticket or a multi-ride ticket non-registered in the given vehicle,

5) with a personalised ŚKUP card belonging to another person,

6) with a personal ticket saved in the Mobile Passenger Application linked to a personalised ŚKUP of another person,

7) with the use of tickets purchased by means of the Mobile Passenger Application linked to a non-personalised ŚKUP card without having that card during the ride,

8) with a ticket purchased by means of the Mobile Passenger Application or other mobile applications after the start of tickets inspection in the vehicle,

9) with a ŚKUP card damaged in a way,that makes determination of identity of the person using it impossible or makes reading its content impossible,

10) with a paper ticket validated many times,

11) with a paper ticket damaged to such extent, that it makes verification of its validity impossible,

12) with a paper ticket bearing traces of interference (e.g. chemical or mechanical),

13) with a ticket of value lower as against the amount of fare required in the Price List for the ride carried out by the passenger,

14) with a ticket of transport organiser other than the ZTM or another railway ticket than those specified in § 2 sub-para 4,

15) with a ticket withdrawn from circulation,

16) without a document entitling to free or concessionary rides, except for the situation described in sub-para 2.

5. In the case of the lack of a valid document confirming the entitlement to free or concessionary rides, subject to sub-para 2, the passenger shall pay the transport charge and the additional charge, which amount is specified in the Price List. The Price List specifies also reduction of the additional charge amount in the case of paying it to the inspector on site or within 14 days from the date of its issuance.

6. For causing, without a justified reason, a vehicle stop or a change of its route the passenger shall pay an additional charge, which amount is specified in the Price List.

7. The additional charge and the transport charge, referred to in sub-para 3 is returned, and in the case of call for payment - remitted, collecting a handling fee, which amount is specified in the Price List, if the passenger within 14 days from the date of transport shows up in a POP or the ZTM office, and:

1) shows his/her personalised ŚKUP card, which (s)he did not have during the inspection, with a saved electronic medium-term or long-term ticket, which validity period covered the date of inspection and was valid for travelling in the given vehicle, or

2) shows his/her personalised ŚKUP card with a saved electronic medium-term or long-term ticket, purchased via the Customer Portal, which during the inspection was not saved on the card and which validity period covered the date of inspection and was valid for travelling in the given vehicle, or

3) shows a document or a ŚKUP card with the encoded entitlement to concessionary (if travelled with a concessionary ticket) or free rides, which he did not have during the inspection.

8. The transport charge and the additional charge, referred to in sub-para 3 is returned, and in the case of call for payment - remitted, if the passenger within 14 days from the date of transport shows up in a POP or the ZTM office and declares, and an entry in the ŚKUP system confirms, having an electronic medium-term or long-term ticket on his/her personalised ŚKUP card, which validity period covered the date of transport and its reading during the inspection was impossible, which has been recorded by the inspector on the additional charge form.

9. The transport charge and the additional charge is returned, and in the case of call for payment - remitted, if during the clarification actions it turns out that the lack of ticket validation or its unreadable or erroneous validation was caused by improper operation of equipment installed in vehicles of ZTM public transport, or resulted from a failure of the Mobile Passenger Application or other mobile applications (does not apply to a failure of passenger’s device).

10. The transport charge is added to additional charges specified by the Price List. The report - call for payment replaces a ticket and entitles to continue the ride in a given vehicle.

11. In the case of missing document enabling identity determination of the passenger, the passenger’s data may be confirmed based on the declaration of another person, having a valid ID with a photograph. The person confirming the passenger’s data is responsible for effects of the untrue declaration.

12. During the inspection actions, related to filling in the additional charge form, the passenger shall stay in the place of inspection or in another place indicated by the inspector till the time of those actions completion - otherwise the ZTM bears no responsibility for identity documents left with the inspector.

IV. Free and concessionary rides

§ 9

1. The following persons are entitled to free rides:

  • entitlement encoded on a ŚKUP card based on a valid: school ID, school mLegitymacja shown on a screen of a mobile device or a certificate containing child’s name and surname, date of birth, and the place of residence issued by a city/municipality office or school in the case of having a school ID without filled in address of residence
  • entitlement encoded on a ŚKUP card based on a certificate containing child’s name and surname, date of birth, and the place of residence issued by a city/municipality office in the case of attending a school abroad
  • entitlement encoded on a ŚKUP card based on a certificate from a kindergarten or a school with a kindergarten class confirming child’s place of residence in the GZM area

  • valid ID of a disabled person issued by a competent authority
  • valid ID of a disabled person, who has not finished 16 years of age, issued by a competent authority,
  • decision about disability or decision about a degree of disability issued by the team deciding about disability or disability degree,
  • decision of a ZUS practitioner doctor or a KRUS expert doctor, stating partial or total incapability of work and independent existence

disabled persons attending a kindergarten, school, or a centre or establishment of educational nature

  • valid ID of a kindergarten or school for disabled children or pupils

war and military invalids, and oppressed persons

blind and visually impaired persons

  • valid ID of Polish Union of Blind Persons, a valid ID of Union of Blind Soldiers of the RP, or a document referred to in sub-para 1 (8), stating a significant or moderate degree of disability due to the sight organ sickness, marked with the symbol of disability cause - ‘04-O’, issued by a competent authority

persons entirely incapable of work and independent existence, persons incapable of independent existence, or considered disabled to a significant degree

  • valid ID documenting the disability degree issued by a competent authority
  • valid old-age/sickness, military/police pensioner ID, with the entry of competent pension authority about deciding him/her to be a disabled person to a significant degree or classifying to group I of invalids
  • decision of a medical board for disability and employment or of a military medical board stating disability to a significant degree or classifying to group I of invalids
  • decision of a ZUS practitioner doctor or a KRUS expert doctor, stating total incapability of work and independent existence or incapability of independent existence

2. The following persons are entitled to concessionary rides:

3. Only European Union citizens and family members of EU citizens are entitled to rights specified in sub-para 1(4-8) and sub-para 2(2-9), based on documents confirming their status corresponding to one of entitlements issued in EU Member States, together with a travel document or another valid document (containing a photograph), enabling determination of identity and citizenship.

4. A resolution of the GZM Management Board may award entitlements, referred to in sub-para 1(3a and b), to children having the place of residence in the area of municipalities not comprised by the GZM based on agreements concluded between the GZM and municipalities, in the area of which children have the place of residence.

5. Entitlements, referred to in sub-para 1(3-8 and 10) and in sub-para 2(2-9) may be encoded on personalised ŚKUP cards in POPs, after presentation of documents entitling to free or concessionary rides. If a given document has a defined validity date, or a deadline for the possessed entitlement to free or concessionary ridesresults from the person status, the entitlement is recorded on a ŚKUP card only for the given period.

6. If the document entitling to free or concessionary rides does not contain a photograph of the entitled person it is also necessary to have a document with a photograph, enabling identity determination during a ride.

7. Demands to apply a concession through return of a part of amount due for the previously purchased normal ticket and to exchange a normal ticket into a concessionary one are not satisfied.

8. During the ride passengers can use only one concession.

Price List

§ 10

1. Ticket prices specified in the Price List are gross prices and include VAT.

2. The ZTM Director in particular cases can, for a period not longer than 6 months, introduce deviations from the Price List consisting in: changing the scope of specific ticket types, changing the date of taking effect and the period of promotion (including price related) binding effect, or suspending the validity of selected ticket types.

3. The list of stops and lines, for which deviations from the rule of increasing the fare for ZTM transport services after passing the administrative boundary of a municipality (so-called ‘zone exceptions’), and detailed rules related to their application, are regulated separately by a Regulation of the ZTM Director.

Entitlements can be purchased only for transport of event participants, attended by at least 50 persons, for whom the organiser will purchase entitlements based on a contract concluded with the ZTM, which will also specify tickets distribution rules and form. A possibility to purchase an entitlement valid up to 12 hours is allowed - the value of the entitlement is calculated as 50% of the price stated per 1 day.

3. The transport charge is added to additional charges collected in accordance with sub-para 1(1-6) at the amount corresponding to the price of a paper short-term ticket entitling to travel within one city (municipality) or during 20 minutes from the moment of validation (with a possibility of transfers) - normal or concessionary (if the passenger has such entitlement).

VI. Final Provisions

§ 13

1. The Tariff shall be published by displaying it in the ZTM Public Information Bulletin (BIP) and in POPs. In addition, the Tariff text is available in an electronic form on the Customer Portal and in ticket machines.

2. Excerpts of the Tariff will be prepared, which will be displayed to the public by placing them in vehicles.

3. Provisions of § 3 sub-para 1(4i), § 6 sub-para 3, and § 11 sub-para 7 are effective till 31 December 2021. The ticket validity, referred to in § 11 sub-para 7, must start in 2021. The purchased tickets remain valid and are used in accordance with the rules resulting from this tariff in the wording till 31 December 2021.
