Tariff for persons and luggage transport in the ZTM urban transport - GZM Transport
§ 1
1. This Tariff specifies the Price list and the Rules of the ZTM transport use.
2. The terms used in the Tariff shall mean:
1) Mobile application – the software (also including MPA and the Transport GZM application) installed on user’s device (e.g. smartphone), which enables the purchase of ZTM tickets. The current list of applications is published on the ZTM website.
2) Price List – the price list of tickets and charges.
3) GZM – the Upper-Silesian and Zagłębie Metropolis.
4) Validator – a device installed in vehicles, which is used to mark paper tickets or to enable the registration of rides, to purchase e-tickets, to collect fares from ŚKUP cards or payment cards.
5) ZTM urban transport – the urban transport organised by the ZTM.
6) Ticket inspector – a person authorised by the ZTM to carry out inspections of transport documents, also including the drivers, having a relevant ID.
7) KŚ – Koleje Śląskie Sp. z o.o.
8) MPA – ‘Mobile Passenger Application - Mobile ŚKUP’ - a mobile application, which enables the use of ŚKUP Customer Portal functionalities and travelling based on tickets purchased in the application, with a generated QR code, including the use of ‘Buy and Go’ functionality.
9) MZK Jastrzębie – the Inter-Municipal Transport Union with the office in Jastrzębie-Zdrój.
10) POLREGIO – POLREGIO S.A.
11) POP – Passenger Service Point.
12) Point of sale – a trade agency (e.g. kiosk, shop) selling paper tickets or enabling purchase of e-tickets for a ŚKUP card, or distributing ŚKUP cards.
13) Transport GZM System – a solution comprising the mobile application Transport GZM and the transportgzm.pl portal.
14) ŚKUP – the system of Silesian Public Services Card.
15) ZTM – the Metropolitan Transport Authority.
I. RULES OF the ztm urban TRANSPORT USE
§ 2
1. Passengers, subject to § 9 sub-para 1, can travel by means of the ZTM urban transport only based on:
1) valid paper tickets,
2) valid electronic tickets saved on a ŚKUP card, in mobile applications, or purchased by means of a payment card,
3) payment of the fare in an electronic form,
4) valid paper or electronic tickets, specified in sub-para 4 and 5,
2. As a valid ticket, subject to § 3 sub-para 5 and 6, is considered a ticket specified in the Price List, for which the validity period has already started and has not expired yet, and its price, appropriate to the carried out ride, is consistent with the Price List, and also, if it has been properly validated, that is when the date and time printed by the validator on a paper ticket are readable, or when the ticket in an electronic form has been properly purchased and activated in the vehicle, if required by the ticket type.
3. The ZTM can issue supplementary tickets used only as extra charges to: single-ride/short-term tickets and ‘Dzienny (Daily)’ paper tickets.
4. Apart from tickets specified herein, passengers can travel in means of the ZTM urban transport also based on issued by the KŚ:
1) single and monthly tickets under the ‘Orange Tariff’,
2) tickets from the ‘Silesian Ticket’ offer,
3) tickets from the ‘SUPERTICKET’ offer,
4) tickets from the ‘Silesia 24’ and ‘EuroSilesia 24’ offer,
5) tickets specified in Annex 1 to the Tariff.
5. In addition, in the means of the ZTM urban transport, passengers can travel based on the tickets issued by the MZK Jastrzębie:
1) ‘M1’,
2) ‘M2’,
3) ‘MS’.
6. Detailed conditions for using the tickets, referred to in sub-para 4, are specified by the KŚ Transport Tariff, and the tickets, referred to in sub-para 5, are specified by the MZK Jastrzębie Transport Tariff, with the reservation that in the means of the ZTM urban transport the provisions applicable to the tickets inspections, additional charges, transport of things and animals, including the ‘Regulations on persons and luggage transport in the the urban transport organised by the ZTM’, are in force, as well as the order regulations of the ZTM, had they been established.
§ 3
- Tariffs, which details are specified in the Price List, are binding in the ZTM urban transport:
1) zone – in which the amount of fare depends on the number of passed zones (municipalities),
2) time – in which the amount of fare depends on the travel time, reflected in the timetable,
3) distance – in which the amount of fare depends on the number of travelled kilometres, which are counted from the moment of ŚKUP card or payment card registration at the moment of entering the vehicle till the moment of card registration when leaving the vehicle.
2. In the case of the zone tariff the zone is passed after passing the zone stop. A zone stop (marked with the text STREFA /ZONE/) is the last stop, on which a vehicle stops in the area of specific municipality before its administrative boundary. In the case of fast lines, which buses do not stop at all stops, a zone stop is the last stop within a municipality, at which a bus of such a line stops. In this case such a stop does not have to be marked with the text STREFA. When passing a zone stop or starting travelling from it the fare applied should comply with the Price List, with the reservation of so-called ‘zone and tariff exceptions’, specified pursuant to § 10 sub-para. 3.
3. The following types of tickets are established, which detailed scope of validity is specified by § 11:
1) single-ride/short-term issued in a paper and electronic form:
a) ‘20 minutes’,
b) ‘40 minutes’,
c) ‘90 minutes’,
d) ‘Grupowy’ (Group),
2) electronic payment, for a single/short-term ride according to the distance tariff, in a validator,
3) package-type issued in an electronic form:
a) ‘Package 20’,
b) ‘Package 40’,
c) ‘Package 80’,
4) medium-term issued in a paper and electronic form:
a) ‘Dzienny’ (Daily),
b) ‘24h + Kolej’ (Railway),
5) long-term issued in an electronic form:
a) ‘City 30’,
b) ‘City 90’,
c) ‘2 Cities 30’,
d) ‘2 Cities 90’,
e) ‘Network 7’,
f) ‘Network 7 Bearer’
g) 'Network 30’,
h) ‘Network 30 Bearer’
i) ‘Network 90’,
j) ‘Network 180’,
k) ‘R-1’,
6) Monthly METROBILETY (METROTICKETS) issued in an electronic form:
a) ‘Katowice Zone’,
b) ‘Red’,
c) ‘Blue’,
d) ‘Orange’,
e) ‘Green’,
f) ‘Yellow’,
g) ‘Entire Metropolis’.
4. Entitlements for participants of events, including cultural, scientific, educational, sports, and mass events, hereinafter referred to as ‘events’ are established, for which detailed validity, fare, and distribution form rules are specified in § 11 sub-para 10.
5. The following rules for tickets validity and fares are determined:
1) The validity period of single-ride/short-term paper tickets starts at the moment of:
a) validation in a validator,
b) marking the ticket by a person authorised to do that, pursuant to sub-para 6(9).,
- and expires, subject to sub-para 6 (10 and 11) after the time determined on the ticket, excluding ‘90 minutes’ and ‘Group’ tickets, which at a ride without transfers are also valid till the end of journey.
2) The validity period of single-ride/short-term e-tickets starts from:
a) the moment of ticket activation in a validator, for tickets saved on the ŚKUP card,
b) the moment of its purchase, in the case of using a validator in the vehicle (excluding the ‘Group’ ticket) or the ‘Buy and Go’ option in the MPA, or using other mobile applications,
- and expires, subject to sub-para 6 (10 and 11), at the moment when the time for which the ticket was purchased elapsed, excluding ‘90 minutes’ and ‘Group’ tickets, which at a ride without transfers are also valid till the end of journey.
3) The validity period of the fare paid in an electronic form for a single-ride/short-term ride according to the distance tariff starts at the moment of registration of the entry to the vehicle in a validator and expires at the moment of registration in a validator of the exit from the vehicle. The lack of exit registration means, that the passenger travelled till the end of specific journey route.
4) The validity period of ‘Daily’ ticket starts from:
a) the moment of ticket activation in a validator during the first ride, for e-tickets saved on the ŚKUP card,
b) date and time, given at the moment of its purchase, for tickets purchased by means of the Transport GZM system,
c) the moment of its purchase, in the case of using the ‘Buy and Go’ option in the MPA or using other mobile applications (excluding tickets with the date and time given during the purchase in the Transport GZM application), or a validator in the vehicle,
d) the moment of validation in a validator, in the case of using a paper ticket,
e) the moment of marking a paper ticket by a person authorised to do that, pursuant to sub-para 6(9),
- and expires each time at 23:59 hours of the same day.
5) The validity period of ‘24h + Railway’ ticket starts from:
a) date and time given at the moment of its purchase, for a paper ticket or an electronic ticket purchased in the Transport GZM system,
b) the moment of ticket activation in a validator during the first ride, for e-tickets saved on the ŚKUP card,
c) date and time of its purchase, in the case of using the ‘Buy and Go’ option in the MPA or using other mobile applications (excluding tickets with the date and time given during the purchase in the Transport GZM application),
- and each time it expires after twenty four hours.
6) The validity period of package-type tickets starts on the date selected at the moment of purchase and ends after 180 consecutive days or after using up the available package of rides.
7) The validity period of long-term tickets starts on the date selected during the purchase, and expires, subject to sub-para 8, depending on the type of selected ticket, appropriately after: 7, 30, 90, or 180 consecutive days.
8) The validity period of R-1 long-term annual ticket, specified in § 11 sub-para 8, falls for the selected calendar year.
9) The validity period of METROTICKETS starts from the date selected during the purchase, counting from the first day of its validity, where the month should be understood as the period between day ‘n’ of the given month (the first day of ticket validity) and day ‘n-1’ of the next month, inclusive (the last day of ticket validity),
10) A single-ride/short-term normal paper ticket validated twice, to use it for two concessionary rides, is invalid,
11) It is forbidden to transfer a validated paper ticket to another person.
6. The following rules for tickets and fares use are determined:
1) Passengers, starting to use single-ride/short-term, medium-term tickets or fares for single/short-term rides, immediately after entering the vehicle shall perform one of the following actions:
a) to validate/activate (except for tickets with the activation date and time given during the purchase) or to purchase the ticket in a validator and to keep it during the entire ride,
b) to purchase a ticket from the vehicle’s driver (subject to § 4, sub-paras 6-8), validate it in a validator and to keep it through the entire ride,
c) to pay the fare for a single/short-term ride in an electronic form,
d) purchase the ticket by means of the ‘Buy and Go’ option in the MPA or other mobile applications.
2) The payment of the fare in an electronic form for a single/short-term ride according to the distance tariff is made pursuant to rules specified in sub-para 5(3). Passengers paying the fare shall each time register the entering and leaving the vehicle by the placement of ŚKUP or payment card at a validator.
3) All persons travelling based on one concessionary ‘Group’ ticket must be entitled to concessionary travels.
4) A normal ‘Daily’ ticket entitles the ticket holder to travel, within the ticket’s validity period, and to take for a ride by the ZTM urban transport one additional person on Saturdays, Sundays, and other statutory holidays (non-working days),
5) Passengers, using medium-term ‘24h + Railway’ tickets, at the moment of its purchase shall enter the name and surname, and in the case of tickets purchase in an electronic form, recorded on a ŚKUP card, also activate the ticket in a validator in ZTM vehicles during the first ride.
6) Passengers using long-term or package-type tickets shall select the date of ticket’s validity start during their purchase. In addition, users of package-type tickets during each ride shall immediately, after entering the vehicle, each time register the ride in a ŚKUP validator or in the Transport GZM application. A single ride with a package-type ticket does not entitle to make a transfer.
7) Passengers using long-term tickets: ‘2 Cities 30’ or ‘2 Cities 90’ may travel in the area of two cities (municipalities) selected during the purchase. If the selected two cities (municipalities) are not neighbours, the ticket does not entitle to travel in the area of cities (municipalities) situated between the selected cities (municipalities).
8) METROTICKETS and ‘24h + Railway tickets entitle to an unlimited number of rides by the KŚ trains included in the timetable (excluding trains, in which a special tariff is applicable and trains of commercial nature), running on a given line on the section defined by the railway stops and in the Katowice zone (all railway stops in the area of the city of Katowice), and in the case of ‘24h + Railway’ tickets and ‘Entire Metropolis’ Metrotickets, in the entire area of the GZM, and also to an unlimited number of rides by all means of the ZTM urban transport, excluding the ‘Katowice Zone’ ticket, which entitles to an unlimited number of rides only in the area of the city (municipality) of Katowice in relation to all railway and ZTM urban transport stops. METROTICKETS ‘Red’ and ‘Entire Metropolis’, and ‘24h + Railway’ tickets entitle also to an unlimited number of rides on the Katowice - Sławków section served by the POLREGIO (excluding trains, in which a special tariff is applicable and trains of commercial nature). Provisions applicable to the tickets inspection, the method for determination of additional charges on transport of persons, things and animals taken to transport, as well as the amount of the handling fee are in force in KŚ and POLREGIO trains, and also the order regulations effective in the case of those carriers.
9) If there is no validator stamp on a paper ticket after an attempt to validate or in the case of stating a validator failure in the vehicle, the passenger shall go to another validator and retry to validate the ticket. In the situation of the failure of all validators for paper tickets or in the case of unreadability of the validator stamp on a paper ticket the passenger, having informed the vehicle driver of the fact, can continue the ride based on a paper ticket marked by the driver. If all validators for e-tickets have failed, having informed the vehicle driver of the fact, the passenger can continue the journey based on the ticket or funds possessed on the ŚKUP card.
10) In the case of a vehicle failure or damage during the journey, or operation on a given route of substitute transport, passengers possessing valid tickets are entitled to continue the travel based on that ticket by a vehicle of the same or another line, running on the same route, including vehicles of the substitute transport. In the case of using a single-ride/short-term ticket in the described situations, passengers travel within the time limits of the ticket validity, with the reservation that the validity period is extended by the time of waiting for the transfer.
11) In the case, where due to a vehicle’s delay or acceleration the actual time of passenger’s ride based on the held single-ride/short-term ticket changes as against the travel time resulting from the timetable, the validity period of those tickets, reflected in the timetable of the given line, is effective.
§ 4
1. Single-ride/short-term electronic tickets are sold:
1) at points of sales, POPs, ticket machines, via the MPA or via Internet on the ŚKUP Customer Portal by purchasing the ticket for a ŚKUP card,
2) in selected validators in vehicles or by means of the ‘Buy and Go’ option in the MPA, or using other mobile applications, at the moment of ride starting.
2. Electronic medium-term tickets are sold via Internet on the ŚKUP Customer Portal and the transportgzm.pl portal, at points of sales, POPs, ticket machines, by means of mobile applications, and the ‘Daily’ ticket also in validators.
3. The METROTICKETS, long-term and package-type tickets are sold, subject to sub-para 4, via Internet on the ŚKUP Customer Portal and the transportgzm.pl portal, at points of sales, POPs, ticket machines, in the Transport GZM application, or by means of the MPA.
4. Detailed distribution rules for R-1 annual tickets, encoded on personalised ŚKUP cards, are determined by the Management Board of the GZM, and by the contract between the ZTM and the operator performing transport to its order, or the Serwis GZM Sp. z o.o. company. Tickets may be provided only to employees, members of their families, and pensioners of operators providing transport services to the ZTM order or to the employees of the Serwis GZM Sp. z o.o. company.
5. Sales of paper tickets:
1) single-ride/short-term tickets are sold at points of sales, POPs, ticket machines, and by the vehicle driver, subject to sub-paras 6-8,
2) ‘24h + Railway’ and ‘Daily’ tickets are sold at ticket machines.
6. Vehicle drivers sell only normal and concessionary ‘90 minutes’ tickets.
7. Vehicle drivers can sell tickets only during breaks at stops.
8. The lack of possibility to buy a ticket from the vehicle’s driver does not relive the passenger from the responsibility for travelling without a valid ticket.
§ 5
1. Passengers can transport an animal or luggage pursuant to rules specified in the ‘Regulations on persons and luggage transport in the urban transport organised by the ZTM’.
2. No additional fares are collected for the transport of an animal or luggage.
II. TICKETS RETURN
§ 6
1. Holders of METROTICKETS, long-term or package-type tickets are entitled to such a ticket return at its full value, prior to the start of the ticket validity period.
2. In the case of returning a METROTICKET, long-term, subject to sub-para 3, or package-type ticket, which validity has already started, the amount to be returned is determined after deducting an amount corresponding to the period of ticket use, adequately to the ticket price specified in the Tariff, and in the case of a package-type ticket also considering the number of registered rides. Returns cannot result in the circumvention of regulations on ticket prices.
3. Long-term ‘Network 180’ tickets, which validity period has already started, cannot be returned.
4. Returns of tickets purchased for a ŚKUP card are performed at POPs, while the returns of tickets purchased in the Transport GZM system are performed only by means of that system.
5. Detailed rules for tickets return are determined by the Regulation of the ZTM Director.
III. TICKETS INSPECTION
§ 7
1. The ZTM is authorised to inspect the transport pursuant to rules specified in Art. 33a of the Act of 15 November 1984 - Transport Law (i.e. Dz.U. of 2020, item 8).
2. Ticket inspectors are authorised to check, whether passengers travel based on valid tickets, and whether persons enjoying free or concessionary transport, also for tickets, referred to in § 2 sub-para 4 and 5, have relevant entitlement documents. Inspectors can check, whether the transport is carried out in accordance with the ‘Regulations on persons and luggage transport in the urban transport organised by the ZTM’ and the ‘Order rules in the urban transport organised by the ZTM’, had they been established.
§ 8
1. Passengers shall have and show to inspectors an appropriate valid paper or electronic tickets, normal or concessionary, together with a document entitling to concessionary transport or a document entitling to free transport, and in the case of electronic tickets to present a ŚKUP card, a payment card, a mobile phone, or another mobile device with the information about the purchased ticket displayed on the screen. The presentation of an electronic ticket saved in a mobile application is performed only and exclusively by means of this application. Its presentation in another form, in particular in the form of a picture or application’s screenshot, is equivalent to non-presentation of the ticket. In addition, passengers using tickets purchased by means of the MPA, linked to a non-personalised ŚKUP, card shall present this card during the ticket inspection.
2. The obligation to show a document entitling to free or concessionary rides does not apply to passengers, who will present a personalised ŚKUP card or the Transport GZM application, with a verified entitlement specified in § 9 sub-para 5, where this entitlement was encoded and is still valid, or they use the entitlement specified in § 9 sub-para 1 (2, 13 or 14), and § 9 sub-para 2 (1).
3. In the cases, referred to in sub-para 4, inspectors collect an additional charge and the proper fare, hereinafter referred to as the ‘transport charge’, or issue a report-call for payment. The report-call for payment replaces a ticket and entitles to continue the ride in a given vehicle till the end of the given journey.
4. The additional charge and the transport charge shall be imposed for travelling without a document entitling to free or concessionary transport, except for the situation described in sub-para 2, or without an appropriate transport document, which in particular is understood as travelling:
1) without a valid paper or electronic ticket, or without paying the fare in the distance tariff,
2) with a ticket invalid on a given route or with a ticket, which validity has expired,
3) with a ticket invalidated, validated in an unreadable way (subject to § 3 sub-para 6(9) and § 8 sub-para 10),
4) with a non-activated e-ticket or a ride with a package-type ticket not registered in the given vehicle,
5) with a personalised ŚKUP card, a personal ticket saved in the MPA linked to a personalised ŚKUP card, or a personal account in the Transport GZM application belonging to another person,
6) with the use of tickets purchased by means of the MPA linked to a non-personalised ŚKUP card without having that card during the ride,
7) with a ticket purchased, activated, or validated after the start of tickets inspection in a given vehicle,
8) with a ticket non-presented in an appropriate mobile application (e.g. presented in the form of a picture or an application’s screenshot),
9) with a ŚKUP card damaged in a way making the determination of identity of the person using it impossible or making reading its content impossible,
10) with a paper ‘24h + Railway’ ticket, used by another person than that, whose name and surname is printed on the ticket,
11) with a paper ticket validated many times,
12) with a paper ticket damaged to such extent, that it is impossible to verify its validity,
13) with a paper ticket bearing the traces of interference (e.g. chemical or mechanical),
14) with a ticket of value lower as against the amount of fare required in the Price List for the ride carried out by the passenger,
15) with a ticket of a transport organiser different than the ZTM, except for tickets specified in § 2, sub-para 4 and 5,
16) with a ticket withdrawn from circulation.
5. The amount of the additional charge, referred to in sub-para 3, is specified in the Price List. The Price List, subject to sub-para 6, specifies also the reduction of the additional charge if:
1) it is paid on site to the inspector,
2) it is paid within 14 days, counting from the date of its issuance,
3) if the ride without a valid transport document was carried out up to 3 days from the expiry date of the last personal ticket; the condition to reduce the charge consists in having the continuity of purchasing personal, long-term tickets or METROTICKETS, the continuity is understood as a situation, where within recent 6 months before charging the additional charge, the total period of such tickets validity was at least 170 days,
4) if the passenger with a single-ride/short-term ticket: ‘20 minutes’, ‘40 minutes’, or ‘90 minutes’ ticket was travelling longer than the time specified in the Tariff, where the maximum exceeding of the time cannot last longer than 10% of the ticket validity, i.e. 2, 4, or 9 minutes, respectively; in such a case on the confirmation of the additional charge the inspector marks a relevant note,
5) if the passenger within 14 days, counting from the date of the additional charge issuance, will buy, for his/her personalised ŚKUP card or the MPA linked to it, or a personal account in the Transport GZM system, a ‘Network 180’ ticket, which validity starts on the date of purchase.
6. The amount of the additional charge, referred to in sub-para 5 (3-5), is reduced, when the passenger does not have other liabilities to the ZTM due to unpaid additional charges, and within 14 days of its issuance will show up at a POP and will apply for the additional charge reduction, and with the application he/she will present a document confirming the payment of a reduced charge or will pay it on site in a POP.
7. For causing, without a justified reason, a stop or a change of vehicle’s route, the passenger shall pay an additional charge, which amount is specified in the Price List.
8. The additional charge and the transport charge is returned, and in the case of call for payment - remitted, collecting a handling fee, which amount is specified in the Price List, if the passenger within 14 days from the date of the transport charge issuance documents the possession of the following documents, which he/she did not have during the ride:
1) A document confirming the entitlement to free or concessionary travel,
2) a valid transport document, i.e.:
a) a personalised ŚKUP card, an MPA linked with his/her personalised ŚKUP card or a mobile application, including the Transport GZM application with a personal account, with a saved electronic medium-term, long-term ticket, or a METROTICKET, purchased before the inspection start, which validity period comprised the date or date and time of the inspection and was valid for travelling in the given vehicle,
b) a paper ‘24h + Railway’ ticket, purchased before the inspection start, which validity period covered the date and time of inspection, and contains passenger’s name and surname,
c) the ticket, referred to in § 2 sub-para 4 and 5, containing passenger’s name and surname, which, in the case of monthly or longer tickets, specified in § 2 sub-para 4 (1-3 and 5) and § 2 sub-para 5, covered by its validity period the date of inspection, and in the case of tickets specified in § 2 sub-para 4 (4) the date and time of inspection and was valid for travelling in the given vehicle, and was purchased before the inspection start.
9. Irrespective of the mode specified in sub-para 8, the traveller can submit a claim related to the issued call for payment, pursuant to rules resulting from separate regulations. The filing of the claim by the passenger does not stop the course of dates related to the necessity to pay the additional charge and the fare by the passenger. The payment of the amount due by the passenger does not stop the consideration of the filed claim. The claims against the imposed additional charges are not considered, if three months have passed from the date of the additional charge issuance to the date of claim filing.
10. The additional charge and the transport charge is returned, and in the case of call for payment - remitted, if during the clarification actions it turns out that the lack of ticket validation or its unreadable or erroneous validation was caused by the improper operation of the equipment installed in vehicles, or resulted from a failure of mobile applications (does not apply to a failure of passenger’s device).
11. In the case of a missing document enabling identity determination of the passenger, the passenger’s data may be confirmed based on the declaration of another person, having a valid ID with a photograph. The person confirming the passenger’s data is responsible for effects of the untrue declaration.
12. During the inspection actions, related to filling in the additional charge form, the passenger shall stay in the place of inspection, or in another place indicated by the inspector, till the time of those actions completion. The ZTM bears no responsibility for the documents left in the vehicle with the ZTM inspector.
IV. FREE AND CONCESSIONARY TRANSPORT
§ 9
1. The following persons, subject to sub-para 3, are entitled to free transport:

Only European Union citizens and family members of European Union citizens are entitled to rights specified in sub-para 1(line 4-8) and sub-para 2 (line 2-9), based on documents confirming their status corresponding to one of entitlements issued in European Union Member States, together with a travel document or another valid document (containing a photograph), enabling the determination of identity and citizenship. Apart from European Union citizens also other persons are entitled to the right specified in sub-para 2(line 3) based on documents issued in Poland confirming the entitlement status.
4. A Resolution of the GZM Management Board may award entitlements, referred to in sub-para 1(3), to children having the place of residence in the area of municipalities not comprised by the GZM, based on contracts or agreements concluded between the GZM and municipalities, in the area of which children have the place of residence.
5. Entitlements, referred to in sub-para 1(3-8 and 10) and in sub-para 2 (2-9) may be encoded on personalised ŚKUP cards at POPs, after presentation of documents entitling to free or concessionary transport, or in the Transport GZM system. If a given document has a defined validity date or a deadline results for the possessed entitlement to free or concessionary travel from the person status, the entitlement is recorded only for the given period. In the case of encoding the entitlement in the Transport GZM system, till the time of its verification at the POP or by a ticket inspector, it is necessary, when travelling, to have the document entitling to free or concessionary rides. In the case of persons, referred to in sub-para 4, the verification is performed only at the POP.
6. If the document entitling to free or concessionary transport does not contain a photograph of the entitled person it is also necessary to have a document with a photograph, enabling identity determination during a ride.
7. Demands to apply a concession through the return of a part of amount due for the previously purchased normal ticket and to exchange a normal ticket into a concessionary one are not satisfied.
8. During the ride passengers can use only one concession.
PRICE LIST
§ 10
1. Ticket prices specified in the Price List are gross prices and include VAT.
2. The ZTM Director, based on a separate Regulation, can introduce deviations for a period not longer than 6 months, consisting in:
1) changing the scope or suspending the validity of specific ticket types, introducing price promotions, changing the date of taking effect and the period of promotions validity (including price related),
2) changing the forms of tickets issue or expanding the distribution channels for individual ticket types. The rules of tickets validity and validation, and of their inspections shall be applied as appropriate.
3. The list of stops and lines, for which the deviations in the field of tickets validity or from the rule of increasing the fare after passing the administrative boundary of a municipality (so-called ‘zone and tariff exceptions’) are allowed, and detailed rules related to their application, are regulated separately by a Regulation of the ZTM Director.
4. Because of the carried out repairs of railway lines or other prolonged changes in the traffic organisation, deviations are introduced, related to mutual honouring of tickets issued by other public transport organisers or railway carriers. The list of deviations from the Price List and detailed rules of their validity are specified by Attachment 1 to this Tariff.
5. The other deviations from the Price List require a separate Resolution of the GZM Management Board.

a) Entitlements can be purchased only for the transport of event participants, attended by at least 50 persons, for whom the organiser will purchase relevant entitlements. b) The basis to use the entitlement may consists of a determined: - document entitling to participate in the event, or - coupon issued by the GZM/ZTM. c) In the case of using the coupon, referred to in (b), the amounts for the offers shown above shall be increased by 100%. d) It is allowed to purchase an entitlement valid up to 12 hours. 2. The transport charge is added to additional charges collected in accordance with sub-para 1(1-7) at the amount corresponding to the price of a paper single-ride/short-term normal or concessionary (in the case of a passenger holding such an entitlement) ticket entitling to travel within one city (municipality) or during 20 minutes from the moment of validation.
VI. FINAL PROVISIONS
§ 13
1. The Tariff, together with the Resolution adopting it and the Regulations, referred to in § 10 sub-paras 2 and 3, shall be published by displaying in the ZTM Public Information Bulletin and in POPs. In addition, the Tariff text, together with the Resolution adopting it, is available in an electronic form on the ŚKUP Customer Portal, on the transportgzm.pl portal, and at ticket machines, in which the full ticket offer is available.
2. Excerpts of the Tariff will be prepared, which will be displayed to the public by placing them in vehicles.
3. Provisions of § 3 sub-para 3(5j), § 6 sub-para 3, and § 11 sub-para 6(8) ‘Network 180’ are effective till the 31st of December 2023. The ticket validity, referred to in § 3 sub-para 3(5j), must start by the 31st of December 2023. The purchased tickets remain valid and are used in accordance with the rules resulting from this tariff in its wording till the 31st of December 2023.
4. Provisions of § 8 sub-para 5(3-5) and sub-para 6, and § 12 sub-para 1(4) are effective till the 31st of December 2023.
5. In the case of raising prices of tickets issued by the ZTM in a paper form, it is allowed to use tickets of hitherto face values pursuant to rules resulting from the Tariff in force on the date of ticket validation, during a period of two weeks, and afterwards for one year since the date of change taking effect together with a ticket supplementing to the amount resulting from the current Price List. In the case of lowering the prices of tickets issued by the ZTM in a paper form, it is allowed to use indefinitely tickets of hitherto face values pursuant to rules resulting from the Tariff in force on the date of ticket validation.
6. In the case of changing names of tickets issued by the ZTM in a paper form, it is allowed to use tickets of hitherto names pursuant to rules resulting from the Tariff in force on the date of ticket validation, during a period of one year since the date of change taking effect, subject to sub-para 5.
